Institutional Path and Alternative Paradigm of Korean Social Welfare Professionalism

Abstract
This study is to examine about the institutional identity of social welfare profession in Korea. Analysis has been done on ¡¸Social Services Act¡¹ and the other related Acts that include those basic legal regulations for social welfare workers as well as social welfare organizations. The purpose is to find what are the institutional paths followed by the principal agents in Korea to build professionalism in the field of social welfare activities. The results show that the development of Korean social welfare profession has followed dual professionalization paths, and that legal institutionalization has initialized from the path of professionalizing social welfare organizations. This study also finds that social welfare workers¡¯ professionalization project has been pursued to strengthen control powers through legalization process, and that the present institutional status of social welfare workers in Korea has been identified more as ¡®inclusiveness¡¯ than as ¡®exclusiveness¡¯. The implications and suggestions are as follows: First, the new concepts of organizational and/or reflective professionalism should be adopted. Second, needed ahead is the transformation of the social welfare college education for progressing to the new paradigm of professionalism. Third, as it has sufficient values itself, the social welfare workers¡¯ professionalization project should be actively pursued. The limitations of this study lie in the data dependency on the final aspects. Further follow-up studies would be valued to examine the process aspects of social welfare workers¡¯ professionalization project in Korea.
